2. What plans do you have to address your top three priorities? (100 word limit)
Answer from Robert H. Weisgerber:
My top 3 priorities have one underlying root + fiscal discipline. Through the use of data within the organization, we will continue to drive efficiency and effectiveness within the organization so we can provide the best service for the tax dollars spent. We have taken action to lower your sewer rates and keep water rates low. We are outsourcing some activities to lower cost operations while protecting jobs. I have developed a revenue forecasting tool to effectively manage the budget throughout the year to remain balanced and not have to make radical adjustments late in the year.
3. What two actions would you promote to enhance city revenue or decrease city expenditures in order to balance the city budget, given the current economic conditions? (100 word limit)
Answer from Robert H. Weisgerber:
While on City Council and on the finance committee we have maintained a balanced budget and will continue to do so. I have served on and appointed very talented people to the finance committee who are fiscally conservative. Moving into 2010 we will hold reserve balances for out year debts, hold open positions vacated through normal attrition so no reductions in employment will be needed, outsource some functions to a less expensive provider, and continue to use the revenue forecasting tool I developed to manage the budget with course corrections if required throughout the year.

4. What steps should the local government take to ensure that the quality of rental property meets minimum legal standards? (100 word limit)
Answer from Robert H. Weisgerber:
Local government needs to both set and enforce a community standard through the zoning and subdivision regulations. By keeping an eye on known rental properties City administration can make sure the community standard is upheld. In addition, neighborhood residents are the first to see and closest to potential problem rental properties. A community needs to encourage open communication with those neighbors who are affected the most so the community's authority can be brought to help remedy any issues.
