Shall Section 18(a) of the City Charter be amended to create a seven member Library Board, all to be appointed by the City Council; Section 18(f) be added to provide that the Library Board would establish rules for its proceedings and the City Council would set forth the authority and duties of the Library Board; and deleting Section 19, 19 1/2, and 20 in their entirety?
The Charter amendments before the voters at this November 3, 2009 election do not change the general governmental structure of Redwood City which remains a council-manager form of government with seven elected council members who appoint the city manager, city clerk, and city attorney, and various boards and commissions. The proposed amendments are intended to create a seven member Library Board all to be appointed by the City Council; provide for the Library Board to establish rules for its proceedings and the City Council would set forth the authority and duties of the Library Board; and delete Sections 19, 19 1/2, and 20 in their entirety. The proposed amendments include the following: Section 18(a) would be amended to expand the Library Board from five members to seven members; and Section 18(f) would be added to provide that the Library Board would establish rules for its proceedings and the City Council would set forth the authority and duties of the Library Board; and Sections 19 Library Board - Powers, 19 1/2 Library Board- Budget, and 20 Library Board - Disposition of Money would be deleted in their entirety.

Redwood City reguarly reviews its City Charter to identify opportunities for improved organization efficiency, additional consistency, and reduced taxpayer costs. Measure X will make desired administrative changes affecting the Library and Library Board.
The Library Director currently reports to the Library Board - the only City-employed position which reports to an alternate board. This measure will require the Library Director to instead report to the City Manager. This will be more consistent with reporting relationships of the City's other department directors and other local cities' library directors; improve accountability by establishing a more efficient chain-of-command; better align the City's executive resources under the City Manager; and maximize consistency in the administration of Library personnel activities and labor group relations. The Library Board currently has five members. This measure would increase the number of members to seven to offer wider community representation on the board and achieve improved consistency with most other City boards and commissions. Two additional seats will also help to address the high level of community interest in serving on the Library Board. This measure would also delete Sections 19, 19 1/2, and 20 of the City Charter in order to modernize out-dated language and clarify the roles and responsibilities of the Library Board and the Library director. The administrative adjustments contained in Measure X will provide improved accountability, more consistency, greater efficiency, and wider community representation in the management of the Library.
