I can tell you that through some of my reviews of the city financial documents, I have located funds in the budget that can be allocated to hire 5 new officers. No one else has figured that out, not even the incumbents (and they've been there for 4+ years).
As far as the costs are concerned, I would need to create a team to handle the financial model and the cost benefit analysis. Again, my experience with business and my educational background, will allow me to give valuable feedback to financial models and analysis that cross my desk.
