Position Paper # 1 - Annual Budget Review and Stabilization

At this critical juncture during tough economic times, fiscal responsibility and review must be a priority for local government officials.

If elected, I propose all city departments implement a semi-annual budget review to effectively determine where they stand financially at a mid-year point relative to their projected budget. This will provide an effective barometer for potential budget reductions and savings. These results would be provided to city residents/businesses twice a year. The City Council should be proactive in responding to current and short-term economic situations. This would minimize or possibly eliminate the much dreaded annual "fire-drills" insofar as personnel and capital improvement budgets are concerned. Based on my prior municipal budgeting expertise, I have experience in forecasting municipal budgets in excess of $3 million.

I am the only candidate with prior municipal government experience and as one who has been a 30 year resident of Hermosa Beach, I possess the unique qualifications to form a coalition between residents and businesses to achieve a balanced and fiscally responsible budget for Hermosa Beach.
