Shall the City of El Monte reorganize the City Council by replacing the current structure of one elected Mayor and four elected City Council members with a new structure composed of five elected City Council members who will share the title of Mayor on a rotating basis.
If Measure P is approved, the City Council seat currently occupied by the elected Mayor will be transformed into an elected City Council seat with a four-year term. The result will be the creation of a five-member, elected City Council whose members all serve staggered 4-year terms. The five elected City Council members will share the title of Mayor and Mayor Pro Tempore on a rotating basis in intervals of approximately 9 months so that each City Council member has the opportunity to serve as both Mayor and Mayor Pro Tempore during their term in office. Under Measure P, the five elected City Council seats will be divided into two groups: Group A and Group B. Group A consists of the three City Council seats that will be up for election in November 2011. Group B consists of the two City Council seats that will be up for election in November 2013. The Group B City Council members will be the first to serve as Mayor and Mayor Pro Tempore with the title of Mayor going first to the Group B City Council member who received the most votes among the Group B members at the last election in which Group B members stood for election. Once the Group B member who first serves as Mayor completes his/her 9 month term as Mayor, he/she will relinquish the title of Mayor to the other Group B member who has just completed his/her 9 month term as Mayor Pro Tempore. At this same time, the Group A member who received the most votes at the last election in which Group A members last stood for election will assume the title of Mayor Pro Tempore. After another 9 months the second Group B member to serve as Mayor will relinquish that title to the first Group A member to serve as Mayor Pro Tempore. At this time the Group A member with the next highest number of votes among Group A members at the last election for Group A members will assume the title of Mayor Pro Tempore with the process continuing on in the same fashion every 9 months until all City Council members have had a chance to serve as both Mayor and Mayor Pro Tempore at least once during their respective City Council terms. It is important to note that Measure P, if approved by the voters, will not take effect until the November 2011 election cycle. Voters are advised that they may still vote to elect a Mayor at the upcoming General Municipal Election to be held Tuesday, November 3, 2009.
