- Meeting State mandated standards for wastewater disposal and making sure the solution is the most economically feasible and is a long-term solution
- Handling water rate increases as a result of the pulp mill closing and finding a way to spread out the increases so they are manageable
- Developing a proposal to maintain and operate the recreational and sports facilities since the Measure B assessment expires in 2011/12
