Shall the Francis Howell School District Board of Education borrow money in the amount of seventy-eight million, five hundred thousand dollars ($78,500,000) for the purpose of constructing, renovating, and improving Francis Howell High School, Daniel Boone Elementary School, Francis Howell North High School, Maintenance Building, and for other capital projects, and issue bonds for the payment of these projects with no estimated increase in the current bond levy of 67 cents?
