Increasing Fiscal Revenues/Create "Fee Based" Revenue.

We must continue to find and uncover means to increase fiscal revenue. Without it, our employees and city will suffer. recently, we just adjusted all service and city permit fees which had not been done in almost 20 years. We must set ourselves on a course of annual review and adjustments.

We must find developments that lean towards fee based revenue. One idea I have implemented is the creation of a high tech performance and presentation center. Complete with HD/Blu Ray, hi speed internet, video conferencing and virtual offices, we can tap into a convention market that sorely needs such a center for conferences, meetings and gatherings. Fees generated by license fees, permit fees, use and service fees bypass state legislators hands and stay in the city as a result.

City Wide Shuttle.

Since 2000, I have been laying the groundwork for implementing a city wide shuttle that will connect residents and workers with government buildings, shopping and medical centers and BART and SAMTRANS stations. We started a dialogue with neighboring communities about a shared shuttle program so that we ensure a shuttle will help solve transporation issues on a regional basis as well.

Helping Our ailing Schools.

The elementary school system is in trouble. We can no longer rely on a state that places more emphasis on partisan politics than the education of our children. Our city has always been a great and valuable partner to the school districts. We need to be something more. I will call for the creation of a blue ribbon panel comprised of teachers, classified employees, admnistrators, school board members and the city council we can start to address the greatest needs - from a budgetary and infrastructure standpoint -- and find solutions that depend less on the state and more on our community efforts.
