Roy Youngblood was elected to the Board of Education of the Oceanside Unified School District in November of 1996. He has severed two terms a the School Board's President. He is currently serving as the Clerk of the School Board. Roy was born on November 13, 1944, in Corvallis, Oregon, where his father, a Marine, was stationed prior to being deployed to the Pacific Theater. At 10 days old he traveled, by train, with his mother to southern California; where he was raised with his younger brother. He attended public elementary, junior high, and high schools in El Centro. Four days following graduating with the class of 1963, he was at the San Diego Naval Recruit Training Center for "boot camp." During his 20 years on active duty as a Hospital Corpsman, he was stationed in San Diego; El Centro; Camp Pendleton; Fallon, Nevada; Guam; and Baltimore, Maryland. He had duty on two ships, and was deployed to Vietnam with the First Marine Division. While serving with the 5th Marines in Vietnam he received two Purple Hearts for combat wounds, and the Silver Star Medal for valor while caring for his wounded Marines. Roy first came to Oceanside in 1965, when assigned to a Marine Corps unit at Camp Pendleton as a Corpsman. Following almost 18 months in Vietnam he returned to the area for duty at the Camp Pendleton Naval Hospital. In 1971, Roy and his wife, Beverly, purchased their home in Oceanside. They have two daughters, both of whom are business owners (one in Oceanside), and seven grandchildren. Upon retiring from the navy in 1983, Roy attended Mira Costa College receiving an Associate of Arts degree, completed his studies to earn a Bachelor of Science degree in Health Care from the George Washington University, and at San Diego State University a Bachelor of Arts degree, he earned a California State Teaching Credential, and has been a substitute teacher for over 20 years. While working at the schools in Oceanside, Roy talked with teachers in all grades and learned of the problems that they had to face daily in their classrooms. So, in 1994 he ran for the school board for the first time. He placed fourth, short by about 80 votes, in a race for three seats. In the election of 1996 he was the top vote getter with 10,330 votes. In the elections of 2000 and 2004, Roy was unopposed. During his twelve year tenure Roy has been part of a team that has made the Oceanside Unified School District the best school district in the state. Fifteen of our schools have been recognized as a California Outstanding School, with two named as a National Blue Ribbon School. During this time the schools in the district have increased their Academic Performance Index scores. Personally, Roy suggested the names of the entrance streets at both high schools, "Pirates Cove" at Oceanside High, and "Wildcat Way" at El Camino. Roy has been part of the team which created a can do belief in Oceanside schools. It can not be said that the school board always agrees, but it can also never be said that they are disagreeable. He has worked with the teams who passed the 2000 Proposition "G" school bond which has resulted in the modernization of many district schools, and the 2008 Proposition "H" bond election which will permit the completion of the task. Roy has served on Oceanside's Manufactured Homes Fair Practices Commission for 15 years, and was chairman of the commission from 1997 through 2003. He has been an active member of the Masonic Fraternity for 31 years, with membership in the Eastern Star, Scottish Rite, York Rite, Shriners, and other concordant organizations. Many of which he served as the presiding officer. He has been the secretary of the Masonic Lodge in Oceanside for a number of years. He has also worked with the DeMolay and Job's Daughters youth groups. Roy Youngblood wants to continue to serve on the Oceanside Unified School District's Board of Education. |
