Smart Voter Political Philosophy for Jose Ortiz

Candidate for
Director; South Bay Irrigation District; Division 5

Dear Voters, and Community Leaders,

I grew up in south Chula Vista area and attended local schools. At a young age I realized my father's construction equipment rental business was for me. To strengthen my business skills I studied at Southwestern College and SDSU. Since that time I have dedicated my life's work to our family's business. I am proud to say it flourished and our family has grown stronger and closer as a result.

I strongly feel that my business skills can greatly benefit the South Bay Irrigation District since I'm very passionate about the area I was raised, and reside in. Apart from understanding the District, I can be a great asset to the district and to the rate payers. I'm passionate about my endeavors, and I would take my responsibilities very seriously. Water rates have increased almost every year and there appears to be no end. The District needs a Board that is current with today's economic times.

Other elements of my plan involve public outreach on conservation in water and energy. Our community can serve as a platform and leading example in energy efficiency. We can also demonstrate solar/wind energy producing devices that will save the South Bay Irrigation District and tax payers hundreds of thousands to millions of dollars. This difference I know we can make here! Cost of energy has historically risen so we must push for and make renewable energy a district priority.

I support desalination, it is a great technology used in drought ridden countries. The process involves removing minerals from water for it to become drinkable. Desalination cost twice as much as importing water, so why do we invest into expensive methods of water production, and pass these costs to the District customers? Green power can lower the Districts desalination production cost.

Another issue I'll address if elected will be increasing capacity at the reservoirs. We need to make sure all the space is available for water storage. Water from the San Diego County Water Authority is not available all year long. We must make sure that our capacity is at the optimum for storage to minimize expensive desalination and water purchases. Mining the existing sediment may be the answer, and the cost will be offset by revenues from sand sales.

In summary, my plan involves the following:

  • Reducing water rates.
  • Building cost effective wind mills and solar panels on District property located at Sweetwater Reservoir and, or Loveland Lake. Once activated the power savings will help lower water rates. If the windmills can power East County, they can power the South Bay Irrigation District facilities.
  • Implement a program to maintain facilities storage capacity at its optimum to min. purchase/ desalination of water
  • Implement a hiring freeze and preach efficiency and multi-tasking to employees
  • Reorganize staff and eliminate redundant positions.
