MEASURE D2008

Ordinance No. 980618.003 of the Isla Vista Recreation and Park District, the "Park Protection Initiative Ordinance," was enacted by the voters of the District in 1998. The Ordinance prohibits the sale or transfer of park and recreation real property owned by the District, or any interest therein, except with the approval of both, two-thirds (2/3) of the members of the Board of Directors of the District, and two-thirds (2/3) approval by the voters of the District.

Measure D2008 requests the voters of the District to approve and authorize:

1. The sale or trade of Pardall Gardens and the District office properties; and
2. The transfer or swap or both of subterranean or other use rights from Anisq`Oyo',

People's and Perfect parks.
The measure restricts the use of any funds received from the sale, trade, transfer or swap of these District properties or related property interests for a community center and for District infrastructure. If passed, the authorizations under the measure shall expire ten (10) years following the effective date of the measure. To be effective, any transaction authorized by the measure, should it be passed, will also require approval by two-thirds (2/3) of the members of the Board of Directors of the District.

Arguments For Measure D2008
The Isla Vista Recreation & Park District, (District) Board of Directors is,asking the people of Isla Vista to give them the authority to sell or trade Pardall Gardens Park and/or the District office, and additionally, to transfer and/or swap subterranean rights to People's, Perfect Parks. The Santa Barbara County Redevelopment Agency (RDA) has purchased the Isla Vista Medical Clinic and St. Athanasius Church properties in order to build parking. Without this,measure, parking structures must be built above ground. A YES vote will allow the District to negotiate an agreement with the RDA to put their parking underground. This would be a,complex transaction resulting in the creation of parks where these buildings and parking lot currently exist, and locating parking beneath this central park area. In addition, this measure would allow for the sale of the District office and Pardall Gardens in order to build a much needed Isla Vista community center and to relocate District offices to Estero Park., The sale of Pardall Gardens will allow us to begin fund-raising efforts toward realization of new recreational opportunities in Estero Park including a much needed soccer field, skate park, basketball court, and frisbee golf course.

Voter endorsement of this measure will signal to donors from the public and private sectors that the community is committed to this project and fund-raising efforts can commence to achieve these goals. Vote YES on.Measure D2008.
