I am a Professor of Civil Engineering and Environmental Science at Loyola Marymount University (LMU) in Los Angeles and teach graduate and undergraduate classes in Environmental Engineering, Water Quality Management, and Water and Wastewater Treatment. I have been at LMU for 15 years and prior to that I was Vice President and Western Regional Manager for Parsons in Pasadena. Previous postions were with a large architectural engineering company in downtown Los Angeles and the Los Angeles County Flood Control District (now Public Works). I have over 44 years of professional experience in the planning, design, construction and operation of water supply, water treatment and recycled water systems. I am a licensed civil engineer in CA, AZ, NV, NM and HI and have a grade T5 (highest grade) water treatment plant operator license. I am a fellow and life member in the American Society of Civil Engineers (ASCE) and life member in the American Water Works Association (AWWA). I am also a member of the Water Environment Federation, Association of Environment Engineering and Science Professors and others. I currently am chair of the Water Policy Committee for ASCE Los Angeles Section. Some of my recent publications include Principal Chapter Author, Chapter 5, "System Reliability," in Water Environment Federation Publication "Using Reclaimed Water to Augment Potable Water Resources," (2007 Update, in review). Principal Author, Chapters 1, 2, 14 and 17 + "Capital Project Delivery," American Water Works Association, Manual of Practice M47, 2nd edition (in review). Chapter Author, Water Environment Federation, Manual of Practice MOP-8, Design of Municipal Wastewater Treatment Plants, "Chapter 6 + Hydraulics and Pumping" in development (2008). I have lived in Monterey Park for 36 years and served on the City's Modification Committee and currently vice-chair of the City's Environmental Commission. I have served on Board of Directors of the San Gabriel Valley Municipal Water District, representing Division 3, (most of Monterey Park) since 1989. |
