Citizens of California City

Four years have come and gone quickly as your councilman. After endless pondering, I wish to announce my decision to run for re-election. I have worked tirelessly with my colleagues on many important issues concerning California City. We have laid the foundation and begun to move the city forward, but there remain so many important issues yet to resolve. I am committed to continuing my dedicated efforts and focus to this end. I therefore ASK FOR YOUR SUPPORT AND VOTE on Tuesday, Nov 4, 2008.

IN FOUR YEARS WE'VE ACCOMPLISHED!

1. Boulevard Beautification Phase 1 - 2004
2. Town Hall Meetings/Mayor/City Manager Open Forums - 2004
3. Code Enforcement and City Clean-up days - 2006/2007
4. City Beautification Commission to develop city improvement plans - 2007
5. Water Line Replacement - Phase 1 - 2007
6. 5 yr Street Maintenance Plan to repave, reseal and reconstruct all first community streets in a revolving 5 year cycle - 2008
7. Off Road Fees from vacationers to reimburse public safety and road infrastructure costs - 2008

WHAT'S IN PROGRESS?

1. Water Line Replacement - Phase 2 - 2008/2009
2. City Sewer Districts - to protect our ground water and alleviate saturation levels, 2007/2008
3. Water Conservation/Aquifer status - Engineered study to quantify size/recharge rate of our aquifer - 2008
4. Street maintenance Plan Year 1 - CCB West, NE section of town - using Special Tax revenues - 2008

9. Desert Jade IV Senior Housing Complex - low income housing for seniors - 2008
10. Preliminary discussions with new investor - to bring a cinema complex, and other retail to the city -2008

WHERE DO WE GO FROM HERE?
1. Seek new investors and developers to grow our commercial retail establishments, with added revenue we can responsibly grow our city staff to levels needed to service current/future growth and pay them what they deserve!
2. Developer Impact Fees - to sustain future growth and development
3. Update Municipal Codes - to prevent blight of unoccupied homes and business
4. Solar and Wind technology - implement renewable resources for city power requirements

I hope you've noticed, nearly everything above has taken place within the current standing council's term! I am honored to serve with individuals who have vision; the ability to identify problems and seek solutions rather than sitting back needlessly complaining and offering no answers! I support every one of my colleagues on the council and hope you will see that now is the time to continue forward with the momentum that is gathering energy and getting things done for our city in a systematic, organized and directional pattern. This Council has unified goals and vision for the future. Nothing happens overnight, especially in government, but we are now reaping the benefits of cohesion!

THANK YOU FOR YOUR SUPPORT AND FAITH THESE LAST FOUR YEARS! I NEED YOUR VOTE TO CONTINUE THE PROCESS FORWARD FOR OUR CITY. WE ARE MAKING A DIFFERENCE! Councilman Kevin Schafer
