TIM SBRANTI IS COMMITTED TO BRINGING "THE BEST" TO DUBLIN....

THE BEST CITY SERVICES

  • We must maintain efficient, responsive, and accountable city services for our citizens.
  • Dublin residents deserve a city that continues to provide for all aspects of the community, from children, to families, to businesses, to our seniors.
  • Processes for relocating businesses and/or making improvements to your home or business should be as quick and efficient as possible
  • There needs to continue to be a heavy emphasis on customer service for any resident or business owner interacting with the city.
  • Whether you are requesting a building permits or business license, reserving a public facility or recreational class, or simply asking a question of staff about an upcoming development, all residents must continue to be treated with courtesy and respect
  • Our city needs to always be mindful of our community's increasing diversity while delivering services
  • Information needs to be current and easily accessible on our city's website
  • Residents need continued opportunities to give public input on matters within our city, and all inquiries must continue to be responded to in a timely manner

THE BEST DESIGN STANDARDS
  • We need to continue to ensure high-quality building design and architecture on all residential and commercial projects to ensure that Dublin is a community of character
  • All projects, public and private, must improve the aesthetic nature of our community
  • All projects, public and private, must be constructed with the highest standards of energy efficiency and environmental practices, seeking LEED certification where feasible.
  • Careful study needs to be conducted to ensure adequate set-backs
  • We should seek to utilize greater implementation of four-sided architecture and form-based codes
  • We need to look to successful examples in our own city as well as other cities for projects that are well-designed. Examples in Dublin such as the Palo Alto Medical Foundation, as well as those in other cities such as Santana Row or Broadway Plaza are worthwhile models when considering projects for Dublin. However, any project for our city needs to have unique elements to guarantee "development with distinction".
  • All projects need to be pedestrian-friendly

THE BEST DOWNTOWN
  • By expanding infrastructure, developing attractive streetscapes, and creating an innovative business incentive program, we can develop a downtown that is a destination point within the Tri-Valley.
  • We need to complete and implement the Downtown Specific Plan
  • The construction of the West Dublin/Pleasanton BART Station will allow us to generate investment in the downtown
  • We need to identify and work diligently to attract upscale restaurants and retailers
  • A Business Improvement District with downtown property owners, tenants, and the city that is focused on economic growth should be created.
  • All projects within the downtown business district would have priority permit processing to reduce the time to market for any business looking to locate within the downtown.
  • A high priority must be to make sure that vacant properties are occupied
  • We should explore opportunities for businesses looking to grow in our downtown to be eligible for fee deferrals, low interest loans, and façade improvement grants.
  • People who own older properties need to be encouraged to make improvements
  • In areas where we are over-parked and land is under-utilized, I will look for opportunities for increased commercial activity, along with public plazas, pocket parks, and small parking structures.
  • Creating a Farmers' Market and other public events is important for drawing people and investment dollars to the downtown.

THE BEST ENVIRONMENT
  • Open Space Preservation and green building standards are a must.
  • To preserve our city's character and grow in a sustainable fashion + we must be clean, lean, and green.
  • We need to continue to increase our city's recycling and increase diversion from our landfills, while employing "green building" standards for all new development (both public and private).
  • We need to increase the use of solar power and other energy-efficient technologies.
  • Increased investment in public transportation opportunities for Dublin residents such as BART and Wheels should be explored
  • We maintain responsible planning to create jobs and housing within Dublin to limit traffic on our freeways and reduce sprawl to San Joaquin, Stanislaus, and Eastern Contra Costa Counties.
  • Our city needs "buffer zones" to define our borders in both the east and the west. *Special attention is needed to preserve our pristine hills and natural habitat
  • All new development must be equipped with abundant parks, trails, and open space.

THE BEST INFRASTRUCTURE
  • We need to implement our adopted 5-year Capital Improvement Plan (CIP), slated to invest over $100 million in infrastructure improvements.
  • Proactive congestion management policies such as the widening of key intersections and roadways are vitally important for all who live, work, and shop within our city.
  • We need to partner with regional agencies to secure funding for freeway improvements within our city
  • We need to work with the U.S. Postal Department on the construction of a new post office or the improvement of accessibility and service at the existing post office
  • We need to work with regional agencies to make sure that we have a safe and reliable water supply to meet existing and future needs
  • Where it's feasible, we need to look for opportunities to put utility wires underground in the areas of our city that were built prior to incorporation
  • Adequate parking needs to be a major consideration before the approval of residential and commercial projects
  • Opportunities to increase accessibility of public transit, trails, and multi-modal transportation networks should be explored

THE BEST NEIGHBORHOODS
  • The integrity and character of existing neighborhoods should be maintained by increasing investments in public safety, public works, and capital improvement projects.
  • All neighborhoods in Dublin must be safe and clean
  • Newly-created neighborhoods must be pedestrian-oriented, and surrounded by parks, trails and open space.
  • To develop more balance in our city's housing stock, we need to create more traditional neighborhoods of single-family housing at lower densities.
  • To maintain their livability and sustainability, quality neighborhood villages also need convenient access to shopping centers, restaurants, recreational amenities, services, and employment centers.
  • To maintain aesthetically pleasing neighborhoods, we need to continue to expand our city's efforts in code enforcement.
  • We need to continue to provide diverse housing opportunities, from estates and large single-family lots to senior and workforce housing to create a balanced community for people of all incomes
  • Expansion of effective Neighborhood Watch Programs are a great way to bring residents together and ensure connectivity and safety

THE BEST PARKS & RECREATIONAL FACILITIES
  • I will work to ensure that Dublin residents get the opportunity to enjoy the use of top-rate parks and a variety of public/semi-public facilities.
  • It is essential that we maintain high standards for maintenance and renovations of existing parks and recreational facilities
  • All parks and recreational facilities need to be designed to meet the needs of residents of all ages and cultural backgrounds
  • We need to implement our existing plans to complete facilities of regional significance such as Heritage Park, Emerald Glen Park (Aquatic Center, Community Center, Amphitheatre), and Fallon Sports Park.
  • We need to maintain our current ratio of 5 acres of parks for every 1,000 new residents,
  • All developments need to be complete with neighborhood and pocket parks
  • We need to eliminate our existing deficiency of park acreage in west Dublin
  • We need to make sure that our parks and facilities are readily accessible for community organizations and residents to use on a regular basis
  • The development of dynamic recreational facilities that are unique for the region and attract people to our city are essential

THE BEST PUBLIC SAFETY
  • To maintain our safe community and continue reducing crime, we must continue to have a strong police officer-citizen ratio.
  • I support our current practices of community-based policing where officers work within specific areas in the city on a regular basis.
  • We need to continue other successful practices such as the school resource officer program and having officers work with our Parks and Community Services Department
  • We need to continue to monitor our affordable housing program, maintaining tenant screening and communication with city apartment managers and affordable housing providers
  • We need to work with our fire department to continue reducing emergency response times and providing the highest levels of service
  • Involving citizens to maintain a safe community is important through the expansion of neighborhood watch programs.
  • We need to ensure the construction of a new Emergency Operation Center
  • We need to increase Disaster Preparedness training in the community
  • We need to work regionally with other cities, counties, and special districts on the creation of the East Bay Communication System.

THE BEST QUALITY OF LIFE
  • We must preserve our cultural identity through the completion of our Historic Park and Heritage District.
  • We need to maintain our commitment to public art to beautify our city.
  • We need to expand performing arts within our city with more performances and the construction of a small community theatre and amphitheatre
  • We need to look for the opportunity of a joint-use partnership with the Dublin Unified School District to create a performing arts center at Dublin High for the benefit of the entire community.
  • City/School partnerships in other areas such as joint-facility use, capital projects, maintenance, and services should be explored
  • Opportunities to bring the community together through festivals, special events, entertainment, etc. need to be expanded upon
  • We need to support the construction of public/semi-public facilities such as the Valley Childrens' Museum, School of Imagination, child care centers, churches, community facilities, etc.

THE BEST FOR A THRIVING COMMUNITY
  • Creating an effective balance of office, retail, and residential developments are critical to the city in terms of sustainability and our long-term fiscal health.
  • Attracting more high-paying office jobs and commercial retail to complement recent residential growth will help maintain budget surpluses to pay for increased investments in public safety, infrastructure, and capital improvement projects
  • We need to identify and work diligently to attract upscale restaurants and retailers
  • We need to explore opportunities for industrial growth within our city to further diversify our tax base
  • By expanding infrastructure, developing attractive streetscapes, and creating an innovative business incentive program, we can develop areas within our city that are destination points within the Tri-Valley.
  • To stimulate development in high priority areas such as the downtown, the transit centers, and the promenade, all projects within these areas would have priority permit processing to reduce the time to market for any business looking to locate in these targeted project areas
  • We should explore an incentive program for businesses looking to grow in high-priority areas such as fee deferrals, low interest loans, and façade improvement grants.
  • Constant contact must be maintained with property owners, tenants, and business leaders to identify opportunities for growth
  • Dublin needs an active business retention program
