El Rio

In 1999, the California Regional Water Quality Control Board found that residential septic tanks were a source of nitrate pollution of local drinking water wells, and mandated the complete phase out of the tanks in El Rio by January 1, 2008.

Now California has given El Rio an extension until the year 2011. This may be good news for those who were concerned about costly hook up fees, but it also means that the past nine years went by with no progress. The problem has not been solved in more than two terms of office since the State mandate.

El Rio and the Oxnard plain cannot continue to pollute ground water. Action must be taken now. Denis O'Leary will make this a top priority from day one. We should expect the highest standards for our health and environment. As a community we cannot continue with the status quo of old.

The fact that those who live in El Rio may have to pay large amounts of money to connect to a sewer system cannot be blamed on the other county supervisors.

Denis O'Leary believes that the Fifth District and El Rio can do much better.

Together with residents, Denis O'Leary will make the difference and do whatever is necessary to make positive change occur. With Denis as our Supervisor, El Rio will become a better and safer place to live and work.
