Land identified by the Santa Paula General Plan as the “East Area 1 Expansion Area” currently lies outside the City’s jurisdictional boundaries and the City Urban Restriction Boundary (“CURB”). The General Plan ordinarily prevents the City Council from approving urban development on land that lies outside the CURB before December 31, 2020 without voter approval. The General Plan also generally prevents the City Council from increasing density or land use intensity upon 81 or more acres of land before December 31, 2025 without voter approval. Measure G would amend the General Plan in two ways. First, Measure G would change the CURB to include the East Area 1 Expansion Area and, consequently, allow urban development within that area. Second, Measure G would increase the current density and land use intensity designations for the East Area 1 Expansion Area. These changes would allow, among other things, 1,500 dwelling units; 150,000 square feet of light industrial; 285,000 square feet of commercial; and 375,800 square feet of civic use within the East Area 1 Expansion Area. On February 26, 2008, the City Council approved, among other things, a specific plan and development agreement for the East Area 1 Project. The development agreement, specific plan, and other publicly available documents note that the East Area 1 Project would provide many public benefits including, without limitation, recreational facilities, parks, open space, a public safety facility, and increased City revenue. Although Measure G does not approve any particular development project within the East Area 1 Expansion Area and does not annex the East Area 1 Expansion Area into the City’s jurisdiction, the East Area 1 Project cannot be developed without voter approval of Measure G. To be adopted, Measure G must be approved by a simple majority of the City’s voters. A “yes” vote on Measure G favors amending the General Plan as described above. A “no” vote on Measure G opposes amending the General Plan as described above.
