Carl DeMaio is a businessman who founded two successful companies by the age of 30. In 2000, he founded the Performance Institute, a non-partisan, private think tank dedicated to reforming government through the principles of performance, transparency, competition and accountability. Since founding the Institute, Carl has built the organization into the largest government reform think tank in the nation and the leading authority on performance-based management in government, law enforcement, non-profits and schools.

Carl is known in San Diego as the City Hall Watchdog as he uncovered many of the City's financial problems. To address the problems uncovered, Carl authored a comprehensive reform plan to fix the City's financial problems. Many of his ideas are now being implemented by Mayor Jerry Sanders.

In 2006, Carl stepped forward to help Mayor Sanders reform City Hall by helping to author, qualify and pass Propositions B and C. These two landmark initiatives require any future pension benefit increases be put to a public vote and provide for a managed competition process to streamline city departments to save taxpayer monies.
