1. What experience or training do you have which would help the District meet its goals?

40 years of water resources & management experience in civil engineering & public administration;
25 years as chief engineer at SJ/SC Water Pollution Control Plant
Served on BAAQMD Board, League of California Cities Board, Cupertino City Council/mayor, SCVWD Environmental Advisory Committee, Watershed Protection Committee and County Recycling and Waste Reduction Committee
2. What is your evaluation of the financial condition of the District?

Answer from Patrick S. Kwok:
District financial condition is in good shape, however there is much needed in improving operational efficiency such as staffing, salary and over time. I like to focus more on fiscal responsibility to ensure tax payers money is well spent. Funds paid by residents should be used in water supply,flood protection and environmental stewardship. Groud water charges and water rates should be closely scrutinized
3. In what ways would you collaborate with other governmental entities to achieve the Districts' goals?

I will work hard to work with federal and state agencies to secure funding to ensure reliable water supply and infrastructure improvemements and partnership with county and local cities and environbmental groups to provide adequate services in a cost effective manner and to protect our environment through stewardship and environmental enhancement for clean water
