During her term as Mayor,the City of Sierra Madre --Adopted a tough new Hillside Management Zone ordinance that protects our hillsides from overdevelopment --Implemented a new semi annual strategic planning process that is providing clear direction and producing excellent results Mayor Enid Joffe stands for: Preserving our small town character--Sierra Madre is a tightly-knit community in the middle of a densely populated urban county. We need to preserve our small town character and scale, our architectural heritage, and our culture of active citizen involvement. Environmental protection--Enid is an environmentalist who owns a solar energy business and drives a zero emission electric RAV4 EV. She was the founding Chair of the Energy, Environment and Natural Resources Committee of the regional Council of Governments. Fiscal Responsibility--Costs outside of our control (such as the State's Public Employee Retirement System assessment) are rising faster than city revenues which come primarily from our small share (around 18%) of property tax revenue. Enid believes that the City Council and the community must decide reach consensus on how to pay the costs of maintaining independent city services such as our own police department and public library. Financial Accountability--When the City Council learned that City financial audits had not been completed and state reports had not been filed in a timely manner, Enid voted for decisive action to correct the problems in the City's Finance Department. All reports are now being properly filed and the overdue audits are nearly complete. Responsible development--Enid believes that we while we cannot avoid all development such as the 1 Carter and Stonehouse projects we should control it with a tough Hillside Management Ordinance and rigorous enforcement of conditions of approval. In the next 4 years, Enid will work to: --Secure the future of our city by creating a long range financial plan for the city that includes operating expenses and capital equipment replacement costs --Retain talented city employees by finding a way to increase below market salaries --Vigorously defend the city's right to set land use policy while seeking a settlement on 1 Carter and Stonehouse that minimizes the impact of the development on the city Enforce Measure V as municipal law governing downtown development and build a consensus on the future of our downtown Why vote for promises, when you can vote for results.
