Member, City Council; City of El Segundo

David S. Burns is currently employed by the University of California Los Angeles (UCLA) as the Campus Emergency Manager since August 2006.

After a national search, Dave was selected to create and establish UCLA's first comprehensive Emergency Management Program. As Emergency Manager for the largest populated university in California, David oversees the emergency planning, safety response, and training programs for over 60,000 students, faculty, and staff.

In 18 short months, Dave has led the efforts to establish a first-class mass warning system for the campus. UCLA BruinAlert debuted in November 2007. By the summer of 2008, Dave's efforts will lead to an integrated multi-modal public warning system, one of first such systems placed on a campus in the United States that ties all warning elements together from a single control station.

David is a mentor for graduate and undergraduate students enrolled in the Master's Emergency Management and Public Policy (MPP) studies. David is working with a student intern in development of a mass communication and social networking project thesis.

Prior to joining UCLA, David was the Emergency Services Coordinator for City of El Segundo Fire Department. Dave was employed from September 1999 to August 2006.

Professional highlights include:

  • Development and construction of the city's first Emergency Operations Center (EOC) in 2000;
  • Pioneered the creation of the ESFD Community Emergency Response Team (CERT) Program in 2000;
  • Development of the city's Homeland Security Terrorism Grant Program from 2002 to 2006;
  • Earned a FEMA "Best Practice" Award in 2003;
  • Established a pilot grant program and grant award for the installation of the El Segundo Community Alert System - AM Radio Station (2003);
  • Earned over $2 million dollars in state & federal grants that equipped the El Segundo Police and Fire Department's with mobile radios, mobile Computer Aided Dispatch consoles, terrorism detection and response equipment, and
  • Obtained major grant funding acquisition for the city's new Urban Search and Rescue (USAR #31) Truck in 2006.

Dave enters his 25th year as a public safety official. Dave has served in a number of increasingly responsible supervisory positions in the areas of operations, training, public education, disaster exercises, and plans, including first-hand experience managing major disasters and local emergencies, including:

  • The Highway 880 "Cypress Freeway" collapse as a result of the Loma Prieta-Oakland earthquake in October 1989;
  • a Learjet Plane Crash, Fresno California-(December 1994);
  • the Central Valley (El Niņo) floods (1998/1999); and
  • several emergency declarations from 1999 to 2006 while serving El Segundo.

Dave has risen throughout the ranks of his profession through experiences as an Emergency Medical Technician (EMT-1), Paramedic + Director of Operations, EMS 9-1-1 dispatcher, Emergency Medical Services (EMS) Administrator, and Emergency Management Program Administrator. Dave completed FEMA's Professional Development Series in 2006.

Dave has held numerous certifications and credentials from the U.S. Department of Homeland Security (DHS), FEMA, and the California Governor's Office of Emergency Services (OES) as an instructor in incident management & operations, terrorism risk, threat assessment & response, and radiological incident response. Dave served on many state and local task forces, including Congresswoman Jane Harmon's South Bay Terrorism Task Force in 2002-2003.

Dave was awarded recognition by FEMA in 2003 for Best Practice Recognition in the development of the El Segundo Business & Industry Emergency Preparedness Committee and creation of the Business & Industry Liaison position in the city's Emergency Operations Plan following a post-incident review of the city's response to September 11, 2001.

Dave is also an accomplished writer, with articles published in Domestic Preparedness Magazine, the El Segundo Herald, and IAEM Bulletin. Hobbies include; installation of HDTV systems & computer repair, restoration of antique emergency vehicles, vintage radio systems, amateur radio, fishing, and watching professional sports (baseball and football).

Family: Dave and his family have lived in El Segundo for 9 years. Dave is married (15 years + March 2008) to Stephanie Burns, a Guidance Counselor for the El Segundo High School and father to daughter Megan, 10 years, and a son + Nicholas Allen Burns (14 months) who passed away in April 2005 after complications from a stem cell (bone marrow) transplant as a result of an extremely rare auto-immune disorder. The Burns family is eternally grateful for the South Bay and El Segundo community's support throughout Nick's illness and the family's recovery after his passing.

Dave is a native Californian (born August 1962), raised in San Diego and the San Francisco Bay Area. Dave's family includes two brothers (William III. and Greg Burns), his mother and stepfather (Mary & William R. Reynolds) residing in Palm Desert, California, and his Father (William Burns, Jr.), residing near Daytona, Florida.
