The financial well being of the village is questionable.In 1999, the citizens of Newtown defeated an Operating Levy renewal which reduced its revenue by $150,000 annually. Village expenditures have surpassed its revenue in four of the last six years. The revenue must be either increased or, as costs increase, projects must be eliminated or pushed further into the future and services cut. I would prefer to increase our revenue by expanding our retail and commerical business base. After much work with Hamilton County Development Corp. (HCDC), council adopted a Community Reinvestment Agreement (CRA) creating two zones for property tax abatement on improvements and/or new construction . Additionally, HCDC has created an information packet and distributed to numerous real estate companies. The seeds for growth have been planted and we are starting to see the fruition of our efforts. However, I am a realist and have been analyzing the many options that may have to be taken with regards to dreaded tax increases. Many discussions have occurred at the council table but a fair plan must be presented. I would hate to cut services in order to meet budget constraints. Our residents need to understand that only 4% of their property taxes go to the village. |
