Knowledge and Experience in water management

By Richard T. Handley

Candidate for Board Member; Casitas Municipal Water District; Division 4

This information is provided by the candidate
The need for change at the Casitas Water District
I have lived in the Ojai Valley for 27 years and raised my family here. I am currently the Preserve Manager for the Ojai Valley Land Conservancy (OVLC) and manage nearly 2,000 acres of open space, including 3 miles of the watershed along the Ventura River. I will bring to the Casitas Municipal Water District Board of Directors my knowledge of the watershed and my familiarity with the regulatory agencies that have authority over the watershed.

I have 8 years experience managing the budget for a local private high school and as OVLC Preserve Manager I have successfully written grants aimed at improving the water quality of the Ventura River.

I am eager to serve on the Casitas Water District Board of Directors so that I can help implement NECESSARY CHANGES in financial management:

1. Lack of sound maintenance policies at the Casitas water District have contributed to an increase in OUR water rates.
2. The district has alienated many state and federal agencies that could have helped finance government mandated improvements.
3. Budget reserves have been drained due to the loss of grant funding and filing a questionable lawsuit against the federal government.

If elected I will:
1. Replenish budget reserves without compromising our water delivery systems.

2. Improve relations with state and federal agencies that can provide grant funding to finance government-mandated improvements.

3. Provide closer scrutiny of rate increases so that customers don't get strapped with a financial burden.
