Smart Voter Political Philosophy for Joe Brown

Candidate for
Board Member; Tri-City Healthcare District

Today in healthcare we are being faced by rising cost, while our medical coverage is not what it used to be just a decade ago. One of the ways we can trim costs at Tri City Medical Center is to FOCUS on the AVAILABILITY, AFFORDABILITY, ACCESS, and QUALITY of our healthcare, and NOT on the SALARIES of the CEO & TOP ADMINISTRATORS.

This may seem like common sense, but the INCUMBENTS' FOCUS IS LESS ON the DISTRICT & MORE on CEO SALARY & BONUSES. Additionally, CURRENT BOARD MEMBERS have made NO SECRET of THEIR INTENTIONS TO GIVE the CEO a RAISE & BONUS while TRI CITY HEATLHCARE DISTRICT'S PROFIT MARGIN SUFFERS at .08%-1.3%. The State of California recommends more than a 3% margin; an obvious problem, TRI CITY HEALTHCARE DISTRICT FAILS to meet the industry standards.

The INCUMBENTS appear to be SATISFIED with this DISMAL MARGIN. Just prior to Prop. F the Board majority AUTHORIZED HUGE BONUSES, and during Prop. T the Board majority tried to give the CEO a PAY INCREASE but failed due to a tie vote - waiting for a full board after the November 2006 election.

No matter how you feel about Prop. T, JOE BROWN believes WE NEED someone who wants TO SERVE THE PUBLIC. The PEOPLE DESERVE a PERSON WHO WILL PROTECT THE ASSETS OF THE STAKEHOLDERS (TAXPAYERS), WATCH where the MONEY IS SPENT; and ENSURE the PEOPLE WILL GET a HOSPITAL!

That someone is me, JOE BROWN! Although I currently DISAGREE with the BOND AS IT IS WRITTEN, I want a NEW HOSPITAL WITH THE BEST TECHNOLOGY, the FINEST PHYSICIANS, and Qualified MEDICAL EMPLOYEES. First, however Tri City must PROVE TO BE FISCALLY SECURE!

If given an opportunity to contribute to the bond, I, JOE BROWN will ADVOCATE REMOVING the VAGUE LEGAL LANGUAGE which gives Tri City Board of Directors and its CEO / Administrators' FREE REIGN to YOUR TAX DOLLARS WITHOUT FULL DISCLOSURE, ACCOUNTABILITY, or YOUR RIGHT TO KNOW.

Curious, to what I mean, PLEASE READ pages 10-14, then pages 20-24 of Proposition T in your Voter Pamphlet.

JOE BROWN, a candidate who IS a FISCAL CONSERVATIVE, not just by name. JOE BROWN, IS a candidate who TAKES ACTION, MEANS WHAT HE SAYS AND SAYS WHAT HE MEANS - No Double Talking - about EDUCATING the PEOPLE about the CHALLENGES with the BOND. Some candidates appear to have FLIP-FLOPPED on the BOND while others have CONFLICTING INTERESTS, e.g., "Statement of Economic Interests - Form 700" REPRESENTS a VERY POOR DIRECTION for the TRI CITY HEALTHCARE DISTRICT AND ITS MEDICAL CENTER.

The IMAGE of TRI CITY HEALTHCARE DISTRICT'S MEDICAL CENTER IS really PARAMOUNT in today's healthcare. TRI CITY has an under-developed marketing department ran by someone who has hired under-qualified people to perform a job that requires highly skilled people (a problem in the entire hospital). Even today's local newspaper reporter, J. Stryker Meyer, North County Times said Tri City's Department "...stunk," on October 12, 2006 on the KOCT Journalist Roundtable.

For years, the Board of Directors has been the brunt of town jokes. While referencing the Board as "dysfunctional," the CEO & ADMINISTRATORS MANIPULATE PUBLIC SCRUTINY SHIFTING from the SPENDING of TAX DOLLARS to TRUMP BEHAVIORS of BOARD MEMBERS WHO DO NOT RUBBERSTAMP. This STRATEGY IS ALL WRONG!!!

A Tri-City doctor once stated "customers," will go elsewhere - Qualified nurses and physicians will avoid being associated with these types of facilities, because it has bearing on their performance as professionals. TRI CITY CANNOT AFFORD to RECRUIT PHYSICIANS who WILL NOT STAY and REIMBURSE the District for the COSTS OF RECRUITMENT!!!

So I, JOE BROWN ASK you FOR YOUR VOTE, and a CHANCE TO PROTECT US ALL.

If in four years you are not satisfied, I have not done what I said I would do, you can vote me out - DEMOCRACY IN ACTION! The TRI CITY HEALTHCARE DISTRICT BOARD should NOT BE RUN as a FIEFDOM, but RATHER as the BEST HOSPITAL in a ROBUST COMMUNITY - DISTRICT!!!

With my years experience in healthcare I know WE CAN SUCCEED in RETURNING TRI CITY HOSPITAL DISTRIC BACK to the PEOPLE. We must bring qualified Nurses to Tri City Medical Center & support the professional nursing team, i.e., Register Nurse, License Vocational Nurse, and Certified Nurse Assistant.

I, JOE BROWN will PROVIDE you with GOOD STEWARDSHIP, PROTECT TAXPAYERS ASSETS, and ENSURE OVERSIGHT & TRANSPARENCY while ELEVATING Tri City's ETHICS & INTEGRITY.
