WE ALL NEED WATER + AND I NEED YOUR VOTE

My name is WARREN KOENIG, and I'm running for a seat on the Board of Directors of the Pajaro Valley Water Management Agency. A little about me:

  • Retired from a lifetime career as a chemical engineer
  • PhD. from the University of Washington
  • Post-doc Fulbright Fellowship to Heidelberg University, Germany
  • Adjunct Professor, Rice University, Houston (1976-1980)
  • Previously served on the PVWMA Board of Directors (1998-2002)
  • Current chairman of the Santa Cruz County Water Advisory Commission

BACKGROUND: Only those living near the coast are threatened with seawater intrusion. But this problem is caused by everyone in the Pajaro Valley who uses water. Seawater intrusion is nature's way of reminding us that we are in trouble. Intrusion is not just a problem for those whose wells have already turned salty or whose wells will soon turn salty. It is a symptom of a much larger problem. In the Pajaro Valley we are consuming more water than is replenished to our aquifers. We can live for a while with that by over-pumping our wells, but that can't go on forever, because the State Water Resources Control Board has mandated that basin overdraft and seawater intrusion must be stopped. Thus we need to find new water sources.

IMPORTANT: Several sources of new water may be available. In 1967 Congress allocated 19,900 acre-feet per year of Central Valley Project water to the Pajaro Valley. Unfortunately this has been on hold for the past 14 years while environmental problems in the Delta are sorted out. Another source of water may be through the Tri-County Integrated Regional Water Management Plan currently under study. But we're still missing the 23 miles of pipe to bring such water to the Valley. The solution, when we have a guaranteed source of water, is to build that pipeline. I support this plan, and I support doing it now before it becomes more expensive and not leaving the problem to our children or grandchildren. The solution will be expensive so we also need to be seeking outside funding.. The Agency has worked hard to get state and federal grants and low interest loans for its projects. So far the Agency has obtained over $50 million of these and has applied for more to further reduce costs to Valley residents. This effort should be intensified.

My opponent says that conservation is the answer. I support conservation also. But the Pajaro Valley already has by far the most efficient use of water in the state. Our water deficit is so great that additional conservation can only close a small portion of that loss. Conservation is not nearly enough. We need the pipeline and the water to fill it.
