Hillside Preservation

Our hillsides are a valuable natural resource for our citizens, we must be vigilant in ensuring the Urban Growth Boundary and Hillside Ordinance are protected.
In 1998, Milpitas voters approved Measure Z (Urban Growth Boundary) prohibiting the extension of city services into the hillsides beyond a defined boundary line. However a simple majority of three (3) members of the city council could have allowed development within that boundary which was governed only by the Hillside Ordinance.

Seeing the need to protect our precious natural resource, the hillsides above Milpitas, I co-proposed Measure T with former Vice Mayor Patricia `Trish' Dixon. Measure T gave voters the final say on major amendments to the ordinance while maintaining the variance process for minor change requests until December 31, 2018. Measure T ensured both the Hillside Ordinance and the Urban Growth Boundary could only be changed by the voters of Milpitas.

Our hillsides are a valuable natural resource for the entire community, but they are also unstable with multiple earthquake faults and landslides. The cost for city services to hillside homes far exceeds the cost of providing these services to valley floor residents and businesses in Milpitas.

I will continue to be vigilant to ensure the will of the voters of Milpitas is heard and hillside preservation is not overturned by the current council majority.
