The General Fund Five Year Forecast that takes Milpitas to 2011 projects a cumulative budget deficit totaling 15.65 million dollars. It is imperative that Milpitas adopts measures to control all spending. The City Council must look at long-term budget solutions or the deficit each year will just get worse.

To regain the confidence and trust of all Milpitas citizens, a small-town "spirit of cooperation" among City Council members must be brought back to City Hall.
- Establish Ethical Conduct Standards

Not only is the reality of an ethical conduct ordinance an urgent priority, but also an atmosphere of ethical conduct needs to be created. The new City Council must ensure that honesty and openness are a part of every action they take.
