Over the last 4 years the threat of loss of the "Panhandle" has become more urgent. This area represents over one third of the current Park District's total revenue.The City of Sacramento and the County of Sacramento have agreed, in a Memorandum Of Understanding (MOU), on how to develop the Rio Linda Elverta Recreation and Park District's territory including how to divide the revenues that will be generated from the development of those territories. Our Park District has been excluded from these negotiations. As a special district, our board has no power or authority under the statues to protect the district's revenue. The only method available to stop the current paving over and development of open space is incorporation of our district into a new town. There is simply no other way to stop either the county or the city from continuing the development that is rolling northward in Natomas. Unless there is quick and immediate action, our Park District will simply lose too much revenue and territory to be financially viable. I am a Charter member of the current Incorporation Committee and I completely support the current effort to incorporate to save our Park District. |
