Local Elementary School Improvement Measure: To maintain excellent local elementary schools, repair and upgrade classrooms and restrooms, install energy efficient heating, ventilation, cooling systems, improve handicap access and student drop-off areas, security and emergency systems, shall Rio Linda Union School District issue $38 million of bonds at legal rates, renovate, acquire, construct schools, repair and equip our local neighborhood elementary schools, sites and facilities, and require independent financial audits, citizen oversight with no money for administrators' salaries?

Fiscal Impact from Frank Porter,Superintendent Rio Linda Union School District:
An election will be held in the Rio Linda Union School District (the "District") on November 7, 2006, for the purpose of submitting to the electors of the District the question of incurring a bonded indebtedness of the District in a principal amount of $38,000,000. If such bonds are authorized and sold, the principal thereof and interest thereon will be payable from the proceeds of tax levies made upon the taxable property in the District. The following information regarding tax rates is given to comply with Section 9401 of the California Elections Code. Such information is based upon the best estimates and projections presently available from official sources, upon experience within the District, and other demonstrable factors.

Based upon the foregoing and projections of the District's assessed valuation, and assuming the entire debt service will be paid through property taxation:

1. The best estimate of the tax which would be required to be levied to fund the bond issue during the first fiscal year after the sale of the first series of bonds based on estimated assessed valuations available at the time of filing of this statement is $26.30 per $100,000 of assessed valuation for the year 2007-08.

2. The best estimate from official sources of the tax rate which would be required to be levied to fund the bond issue during the first fiscal year after the last sale of the bonds and an estimate of the year in which that rate will apply based on estimated assessed valuations available at the time of filing of this statement is $27.30 per $100,000 of assessed valuation for the year 2010-11.

3. The best estimate of the highest tax rate which would be required to be levied to fund the bond issue and an estimate of the year in which that rate will apply based on estimated assessed valuation available at the time of filing this statement is $27.80 per $100,000 of assessed valuation for the year 2021-22.

Attention to all voters is directed to the fact that the foregoing information is based upon projections and estimates only. The actual times of sales of said bonds and the amount sold at any given time will be governed by the needs of the District and other factors. The actual interest rates at which the bonds will be sold, which in any event will not exceed the maximum permitted by law, will depend upon the bond market at the time of sales. The actual assessed valuations in the future years will depend upon the value of property within the District as determined in the assessment and the equalization process. Hence, the actual tax rates and the years in which such rates are applicable may vary from those presently estimated as above stated.

Impartial Analysis from Sacramento County Counsel
Approval of Measure P would allow the Rio Linda Union School District to incur bonded indebtedness up to a maximum amount of $38 Million. The issuance and sale of such general obligation bonds would be for the specific purpose of repairing, improving, equipping, acquiring and constructing classrooms and other school facilities, including furniture, equipment, architectural, engineering and similar planning costs, and District administrative oversight costs. Measure P lists the school facility improvement projects within the District intended to be financed by bond sales. No funds derived from bond sales could be used for general school operating expenses, including administrator and teacher salaries, or for any purpose or project other than those expressly stated in the measure. To assure that funds are spent only as specified in the measure, Measure P requires: 1) the appointment of a citizen's oversight committee and 2) completion of annual independent performance and financial audits.

If Measure P is passed, the actual dates of sale and the amount of bonds sold would be governed by the District. The number of years that the whole or any part of such school district bonds are to run could not exceed 25 years for bonds issued pursuant to Section 15300 et seq. of the Education Code and 40 years for bonds issued pursuant to Section 53506 of the Government Code, as calculated from the date of the bonds or any series thereof. If Measure P is approved, the tax rates necessary for payment of principal and interest on any bonds sold will be largely dictated by the timing of the bond sales, the amount sold at a given sale, market interest rates at the time of each sale (although in no event greater than the maximum bond interest rate allowed by law), as well as actual assessed valuation of taxable property in the District over the term of repayment. The tax levy authorized to secure the payment of the bonds issued pursuant to Measure P may not exceed $30 per $100,000 of taxable property in the District when assessed value is projected by the District to increase in accordance with Article XIIIA of the California Constitution.

In allocating the bond proceeds for completion of the proposed school facilities projects specified in Measure P, the District anticipates potential impacts from the receipt or non-receipt of some amount of State matching funds and actual final project costs. Therefore, approval of Measure P does not guarantee that the identified projects will be fully funded or funded beyond local revenues generated by the bond sales and prioritization of projects will be determined by the District.

The school district's proposal for the project or projects may assume the receipt of matching state funds, which could be subject to appropriation by the Legislature or approval of a statewide bond measure." Vote Yes on Measure P.

The Rio Linda Union School District (RLUSD) is committed to providing all students quality education in a safe learning environment. In order to provide local students with adequate classrooms and school facilities, it is necessary to make major repairs and upgrades to our 40+ year school buildings as well as construct 2 new elementary schools to accommodate growing enrollment.

RLUSD qualifies for $ 23 million in state grants. Local voters must pass Measure P in order for RLUSD to receive these State funds. Our $ 23 million will otherwise go to other school districts that do pass a local school bond.

Measure P will:

Repair and upgrade restrooms Repair, replace, and upgrade aging heating ventilation and air conditioning systems Upgrade deteriorating classrooms to meet current standards Install security lighting to improve student/staff safety Construct 2 new elementary schools Improve Turf and Play areas

Independent Citizen's Oversight Committee to Insure Taxpayer's money is spent wisely.

A Citizen's Oversight committee will ensure Measure P funds will ONLY be used for the work spelled out in the ballot. By law, no funds can be spent on salaries. Bond funds will be audited annually by an independent Certified Public Accounting (C.P.A.) firm.

History of Taxpayer Accountability:

In 2002 voters approved Measure N which represented the first stage of a multi-phase project to improve Rio Linda schools. An independent citizens committee audited expenditures and found that the money was correctly spent.

"Local Elementary School Improvement Measure: To maintain excellent local elementary schools, repair and upgrade classrooms and restrooms, install energy efficient heating, ventilation, cooling systems, improve handicap access and student drop-off areas, security and emergency systems, shall Rio Linda Union School District issue $38 million of bonds at legal rates, renovate, acquire, construct schools, repair and equip our local neighborhood elementary schools, sites and facilities, and require independent financial audits, citizen oversight with no money for administrators' salaries?"

BOND PROJECT LIST

The Board of Trustees of the Rio Linda Union School District evaluated the District's urgent and critical facility needs, including safety issues, enrollment trends, class size, overcrowding, and computer technology, in developing the scope of projects to be funded, as outlined in the Rio Linda Union School District Comprehensive Master Plan, incorporated herein, and as shall be further amended from time to time. In developing the scope of projects, teachers, staff and community members have prioritized the key health and safety needs so the most critical needs are addressed. The Board conducted a facilities evaluation and received public input and review in developing the scope of facility projects to be funded, as listed in the Comprehensive Master Plan. This input of teacher and community leaders concluded that if these needs were not addressed now, the problem would only get worse. In preparing the Facilities Master Plan, the Board of Trustees made six important determinations:

(i) the District apply for state matching funds to allow the District to fully fund its Comprehensive Master Plan.

(ii) the District must upgrade all of its schools to maintain the current high quality of education; and

(iii) the District must upgrade the ventilation and heating systems of all schools to current code to make schools safer and healthier.

(iv) the District must replace deteriorating, 30-year old school restrooms with modern facilities; and

(v) the District must upgrade its electrical systems to allow for current computer and technology needs but also to reduce utility costs and conserve energy; and

(vi) the District must spend any local bond money to fund the Comprehensive Master Plan exclusively on elementary schools within the District and shall not allow bond monies to be transferred to the State or any other agency, or used for any other purpose. Other - To the extent permitted by law, the acquisition or lease of real property in connection with any existing or future financing of any of the school facilities projects listed in this Bond Project List

Listed building, repair, and rehabilitation projects and upgrades will be completed as needed. Each project is assumed to include its share of furniture, equipment, architectural, engineering, and similar planning costs, construction management, District administrative oversight and a customary contingency for unforeseen design and construction costs. The allocation of bond proceeds will be affected by the District's receipt of State bond funds and the final costs of each project. The budget for each project is an estimate and may be affected by factors beyond the District's control. The final cost of each project will be determined as plans are finalized, construction bids are awarded, and projects are completed. Based on the final costs of each project, certain of the projects described above may be delayed or may not be completed. In such case, bond money will be spent on only the most essential of the projects listed above. Some projects may involve the demolition of existing structures.

FISCAL ACCOUNTABILITY. The expenditure of bond money on these projects is subject to stringent financial accountability requirements. By law, performance and financial audits will be performed annually, and all bond expenditures will be monitored by an independent citizens' oversight committee to ensure that funds are spent as promised and specified. The citizens' over-sight committee must include, among others, representation of a bona fide taxpayers association, a business organization and a senior citizens organization. No district employees or vendors are allowed to serve on the citizens' oversight committee.

NO ADMINISTRATOR SALARIES. Proceeds from the sale of the bonds authorized by this proposition shall be used only for the acquisition, construction, reconstruction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities, and not for any other purpose, including teacher and school administrator salaries and other operating expenses.
