The Sanitary District took over the sewer system from the City of Costa Mesa. What the City handed over had not been maintained properly.The District took over maintenance of the City sewer system which had been underground, out of site and out of mind. The District is only beginning to realize the high cost likely to come as the system failures need costly repairs and maintenance needs to be brought up-to-date. The lack of maintenance of sewer systems is not uncommon. The Environmental Protection Agency, State Regulatory agencies and even the Grand Juries are looking closely at the problems caused by the lack of attention to the infrastructure. Sewer system planning has and will be further mandated. A coordinated and thoughtful effort must be made to keep the costs from spiralling out of control. New methods that my staff used at the Sanitaiton District allows projects to be prioritised in accordance with a model that incorporates economic and environmental factors to provide a ranking of projects to level out the probable high costs of repair. This is necessary to control project costs and repair the infrastructure at most risk to society. |
