Greenlight II

Greenlight should prevent large zoning development gifts.
Greenlight II, Measure X, was developed by Greenlight, as Newport Beach set zoning in the new General Plan so high that in many areas Newport Beach wiped out the usefulness of Greenlight I. Greenlight I applies only to new development, over and above the properties pre-project zoning rights. Greenlight II says, since you may have been given much higher zoning rights, a large growth approval amendment can only practically be tied to growth over present growth to be useful.
