Trash and graffitiFor a few months now, citizens of Westminster and I have been noticing that there are a lot of trash and graffiti on the streets and at the parks. Shopping center owners do not keep their parking lot clean and our Code Enforcement because of lack of work force, has been ignoring the problem. Our city is in danger of violating the National Pollutant Discharge Elimination System Permit (the 1972 Clean Water Act) because trash can get into storm drains and gets flushed into the sea. Solution: I will work to find resources to increase our code enforcement staff. I will establish patrols staffed with volunteers and seniors to check the parks and the streets. They will call the city when they encounter these problems. Although I respect shopping center owner private property rights, I will demand them to clean their parking lot regularly because they should have civic pride and pride of ownership to do so. Actually all citizens should be proud of their Westminster and don't trash our city. I myself have removed a long piece of plastic from the entrance of a storm drain on Brookhurst Street at the city border with Fountain Valley to save Westminster from violating the permit thus from being fined $10,000.00 a day. I will encourage our police force to enforce graffiti law and to punish those who are caught to the fullest extent of the law. |
