Phil teaches civics, history, and Spanish at Potter Valley High School. Serving as Vice Mayor for the past six years, he has been the leading Council proponent for expanding the Ukiah CARES program to progressively lower electric bills for seniors and those families in need. He proposed and won Council adoption of a Campaign Reform Ordinance to limit the influence of money in our politics. This in addition to pushing successfully to establish the Paths, Open Space, & Creeks Commission and a start-up Fund for Open Space Acquisition.
The top Council vote getter in 1998 and 2002 by emphasizing issues very specifically, Phil again presents public policy positions in detail. Such issue orientation is the only way a candidate can be held accountable after the election and it is the only way our votes can provide direction for public policy.
Phil has voluntarily limited his campaign spending in accordance with the City reform he introduced: "In reducing the influence of big money in politics we can rekindle grassroots participation and genuinely democratic elections."
