To improve the quality of education, shall Bakersfield City School District be authorized to upgrade restrooms and plumbing systems, renov ate electrical systems to improve student access to computers/technology , acquire and construct classrooms and new schools to reduce overcrowding, make health, safety, and security improvements, improve facilities and qualify the District for up to $57,000,000 in State grants by issuing $100,000,000 in bonds within legal limits, with a citizens' oversight committee, annual audits, and NO money for administrator salaries? Para mejorar la calidad de la educación, ¿deberá el Distrito Escolar de la Ciudad de Bakersfield ser autorizado para actualizar los baños y los sistemas de plomería, renov ar los sistemas eléctricos para mejorar el acceso estudiantil a las computadoras/la tecnología, adquirir y construir salones de clase y escuelas nuev as para reducir el atestamiento, hacer mejoras en la salud, seguridad, y protección, mejorar las instalaciones y calificar al Distrito para hasta $57,000,000 en subv enciones del Estado al emitir $100,000,000 en bonos dentro de los límites legales, con un comité de conciudadanos para la supervisión, auditorías anuales, y NADA de dinero para los salarios de los administradores?
