What does a director do?

A director is a locally elected official. The usual term is four years. A key board responsibility is to assure that its organization is in compliance with all laws that relate to its activities. We do this routinely by:
  • Communicating with constituents via our newsletters, our website, public announcements and open board meetings.
  • By defining and setting policies
  • By overseeing programs
  • By evaluating and decision-making
  • By financial budgeting and control
  • By planning and organizing
  • And by our attention to community relationships

Decision making involves making choices about the organization's vision, mission, and strategies. Boards make decisions about issues that are strategic and significant, such as whether to enter an affiliation agreement with another organization. As decision makers, boards can also delegate non-governance types of decisions to others. Typical decisions made by the board include:
  • Participate in the annual budget development process
  • Approve the board budget and to monitor its progress
  • Demonstrate fiscal accountability to the citizens of the communities the board serves
  • Ensure the allocation of resources to support the board's policies and programs
  • Evaluate and review, on a regular basis, the board's achievement of its goals, objectives, and strategic plan to ensure program and system objectives are met

A director has responsibility for stewardship: To create and maintain the District Mission Statement (which guides all decisions and lets the public know exact reason for supporting organization): "To protect the public health and environment by providing quality wastewater collection, treatment, disposal and related service programs. The District is committed to sound financial management, progressive technology, environmental education, and employee welfare."

Some other board responsibilities include:

  • Provide strategic direction by making sure that the stategic plan is being followed and adhered to in a timely manner.
  • Hire, nurture and evaluate the District Manager.
  • Secure and manage adequate financial resources, and assure effective use both human and financial resources.
