Plan to Improve Education

By David B. Richards

Candidate for Governing Board Member; Fremont Unified School District

This information is provided by the candidate
All students need to be adequately challenged to keep them engaged in school and preparing for their and our future. Students at all ability levels can disengage from education if not challenged. For what ever reason a student disengages, they will fall behind. Once they fall behind our school district is not set up to identify them in a timely manner.
The Fremont Unified School District tends to react to new laws and complaints. It appears to be a patch work of improvements. It needs to be reinvented as a single entity to operate more efficiently and raise the academic abilities of all students.

The Technology Advisory Committee can aide the reinvention process by redesigning district communications to insure easy access to all information in an easy to understand manner. Teachers can spend more time teaching and less time developing spread sheets and data entry. Parents can have instant access on their child's performance. The district can forecast, assign students to classrooms and communicate to the public more efficiently.

Our School Districts most important challenge is to limit the number of students that fall through the cracks. The district works more on improving the education of the gate students and the low performing students. What about the rest of the students?

The way to improve the process is to use standardized tests to catch these disengaged students at a very early age. It won't matter if their reasons are family disabilities or school. All students with a poor test score will be assigned to a one on one tutor/motivator/assessor. These students will be brought up to speed as soon as possible. If the problems are solved or mitigated in Kindergarten or 1st grade, the students will perform better in the higher grades. The implementation of the following policies will greatly improve the success of all students in Fremont.
