To improve Albany's fire safety and emergency response capability by renovating and expanding the Fire Station to better accommodate emergency equipment and personnel; to better serve the community during and after an emergency by constructing an Emergency Operations Center at the Fire/Police complex; and to add sustainable building features to the Fire/Police/Civic Center complex; shall the City issue $5 million in general obligation bonds, with moneys used only for these purposes?

A YES vote on this measure means:
A YES vote on this measure means you approve of the City of Albany issuing $5 million in bonds and increasing the property tax to renovate and expand Albany's Fire Station, to construct an Emergency Operations Center at the Fire/Police complex at the Civic Center, and to add sustainable building features to the Fire/Police/City Hall complex at the Civic Center.

A NO vote on this measure means:
A NO vote on this measure means you do not approve of the City issuing $5 million in bonds and increasing the property tax for the purposes described above.

Impartial Analysis from Albany City Attorney
A two-thirds vote of approval is required for this measure to pass. If approved, the estimated average annual tax is $18.47 per $100,000.00 of assessed valuation. The estimated high annual tax would be $23.66 per $100,000.00 of assessed valutation. The increased taxes are to pay off the bonded indebtedness.


The City of Albany is authorized by its City Charter and Article 13A of the California Constitution to issue bonds to increase the property tax rate in connection with bonded indebtedness, provided that: (1) the measure is approved by two-thirds of the electorate; and (2) the bonds are used to finance acquisition or improvement to real property.


The City Council unanimously approved Ordinance #06-09 in which it determined the necessity of such improvements, and it authorized that this ordinance be submitted to the voters.


Ordinance #06-09 can be read in the voter's pamphlet and a copy can be obtained at City Hall. The proceeds of the bonds, if issuance is approved by the voters, can only be used for the purpose specified in Ordinance #06-09.
