It is essential that the Democratic Party take a leadership position in holding Bush and Cheney accountable for their unconstitutional breaches of executive authority.

Here is a copy of the resolution I submitted and which San Francisco Democratic County Central Committee adopted UNANIMOUSLY at its May 24, 2006 meeting:

RESOLUTION URGING IMPEACHMENT, CONVICTION, AND REMOVAL FROM OFFICE OF PRESIDENT BUSH AND VICE PRESIDENT CHENEY

WHEREAS, The Rules and Manual of the House of Representatives of the United States of America, officially titled Constitution, Jefferson's Manual and Rules of the House of Representatives, contains the fundament source materials describing procedures in the House of Representatives, Section 603 of Section LIII of which provides that impeachment proceedings in the House of Representatives may be set in motion by charges transmitted from the legislature of a state or territory; and

WHEREAS, California State Assemblyman Paul Koretz (D-Los Angeles) has submitted amendments to Assembly Joint Resolution No. 39 calling for the impeachment of President George W. Bush and Vice President Richard Cheney for intentionally misleading the Congress and the American people regarding the threat from Iraq in order to justify an unnecessary war that has cost billions of dollars and thousands of lives and casualties, exceeding constitutional authority to wage war by invading Iraq, exceeding constitutional authority by Federalizing the National Guard, conspiring to torture prisoners in violation of the "Federal Torture Act" and indicating intent to continue such actions, spying on American citizens in violation of the 1978 Foreign Agency Surveillance Act, leaking and covering up the leak of the identify of Valerie Plame Wilson, and holding American citizens without charge or trial; now, therefore, be it

RESOLVED that the San Francisco Democratic County Central Committee urges the California Assembly and the California Senate to adopt Assembly Joint Resolution No. 39, and further urges our California delegation to the United States Congress to support the institution of proper proceedings for the investigation of President George W. Bush and Vice President Richard Cheney, to the end that they may be impeached and removed from office, and specifically urges our elected State Assembly and Senate Members to co-sponsor said resolution and vote for it.

RESOLVED that the San Francisco Democratic County Central Committee urges the San Francisco Board of Supervisors, California Democratic Party, and all Democratic clubs and organizations, to support Assembly Joint Resolution No. 39, and to communicate such support to all members of the California Assembly and State Senate, and all Democratic members representing California in the U.S. House of Representatives and the U.S. Senate.
