With the correct appointments, and restructuring, the Monterey County Sheriff Department will take a giant step into the 21st Century. Lets make it happen, Vote EARLAND for Sheriff, June 6, 2006, the People's Choice. Its time we protect all the people of Monterey County.

• Ten years with the National Security Agency (NSA), during twenty years of military service
• Chief Executive Officer of two successful businesses in Monterey County
• Eighteen Years in Law Enforcement
• Fully qualified to be Sheriff

• Vincent Earland will put the people's needs first and have an Open Dorr Policy with the community.
• Vincent Earland will create an Employee Retention Program
• All Sheriff Department positions will be staffed
• A new inmate wing will be built to reduce overcrowding
• Home Land Security Funds will be requested for Anti-Terrorism Training
• All Deputies will be laterally trained to work all positions
• After Election Day, my Team will prepare a One Hundred Day Action Plan to Revitalize the Sheriff's Department
• Upon election a 100 day action plan will be executed to revitalize the Sheriff's Department

The Streamlining of the Sheriff Department Organizational Command Structure in all bureaus is imperative. A Personal Accounting Team has reviewed the current budget and recommendations made, which equates to millions of dollars in savings. This money will be returned back into the budget for use by drug enforcement task forces, SWAT, CERT and the hiring of line and Administrative Support personnel, and to up-date ALL equipment. A new hiring retention scheme will be effective immediately upon overall organizational approval. Operations will be under a new command structure that will operate more efficiently, economically and safely.
