Born and raised in San Francisco; graduate of Balboa High School and AA degree from City College of San Francisco in Criminology/Business Administration; Resident of South San Francisco since 1976; Hired by the City of South San Francisco in 1974-present; Worked in various departments of the City including, Police Department (1974-1977), Building Division (1977-1985), Planning Division(1985-1989), Department of Economic and Community Development (1989-1995), City Manager's Office (1995-1998), Parks, Recreation and Maintenance Services Department (1998-1999); City Clerk (1999-present).

Married since 1976 to Robert Payne; 1 daughter, Rebecca.
