Find a way to resolve the Safeway stalemate. one that is best for the citizens, the city, and Safeway.The Planning Commission did a very diligent job in reviewing and denying the proposed project. The basic project has not changed in the seven years since it was first submitted to the City. In 1998 Safeway withdrew their plan for a three-year period. In 2001 they submitted a revised plan just before it was necessary to go through commercial design review. The new plan reduced the size of the store from 72,313 square feet to 69,147 square feet. After meeting with the Citizens for a Better Burlingame for several weeks in late 2002, Safeway submitted their revised plan in January 2003 for a new store of 68,510 square feet. This plan is essentially the same as all of the other plans, with one exception--the addition of just under 6,000 square feet of retail space along Primrose Road.
Safeway has asked the City for direction prior to submitting a new plan for approval. It will be important for the City to supply Safeway with sufficient information for them to be able to come back with a new plan that has a potential of successfully going through Commercial Design Review, the Planning Commission, and the City Council.
There have seen forums conducted by the City and the Citizens for a Better Burlingame surrounding the idea of mixed-use on the current Safeway/Walgreen's site. Local architects Dan Ionescu and Martin Dreiling have presented concepts. Both offer a mixed-use solution for the site. This has prompted the City to authorize the use of its Enterprise Funds to conduct an economic feasibility study of the site and the downtown area. The result of this study will help define the most appropriate use of the site, and in turn provide direction to Safeway. We must be very clear in what we convey to Safeway concerning the site. A. The store should afford the customers increased grocery product availability. This means more actual shelf space for products B. The overall store design should fit into the fabric of our downtown shopping area and add to the pedestrian experience, not detract from it C. The site should provide for pedestrian access from multiple directions D. There should be better use of open space to improve the pedestrian ambiance E. Surface parking should be limited, in order to avoid a sea of parking at the entrance to Burlingame F. Additional retail could be added to improve the site G. Truck traffic should be limited on Primrose Road, and routed through the site so that it does not crate an environmental or pedestrian hazard. |
