To improve the safety of Fairfield and preserve the funding of essential services such as police, fire, street and park maintenance, as well as other general city services, shall an ordinance be adopted increasing the City sales tax by one-half cent, subject to independent annual financial audits, an independent Fairfield taxpayer's committee to review expenditures, and an expiration date of June 30, 2016?
