Expands biographical highlights.PHIL MEINHARDT RETIRED OFFICER, NAVY/AIR FORCE San Diego government needs help; I know I can make a difference. San Diego needs, for the future, a defined contribution pension/medical system; open, honest, accountable management, and environmental concern.. To this task, I will bring the honor code of the Air Force Academy; strong credentials from UCLA Business School; demonstrated leadership/management experience with huge budgets, numerous contracts, and with direction for large numbers of people, both nationally/internationally. I will assertively represent the interests of the District/City to regain/maintain world-class respect for San Diego. The City of San Diego has really come alive in the last eight years; it means that a lot of good people have been doing a lot of good work. There are some growing pains, but they are solvable. My mission will be to continue San Diego's quest for excellence. QUALIFICATIONS UCLA BUSINESS SCHOOL, MBA AIR FORCE ACADEMY, BS, GENERAL ENGINEERING Overall Experience: Seaman Recruit, Navy, through Lieutenant Colonel, Air Force. USAF/FAA Instructor Pilot. Planning, programming, budgeting, organizing and policy development for Department of Defense. Financial services, corporate world; small business experience. Examples:. PHNOM PENH, CAMBODIA - personally wrote plan for successful evacuation, depicted in movie Killing Fields. ADVANCED SPACE TECHNOLOGY - Director of 105 engineers /scientists with 30 aerospace firms under contract. Chief, Management Information Systems, Cost/Schedule Accounting Division. POLICY, ADVANCED PROGRAMMING OFFICER - 130,000 person organization . METLIFE - Personal/business products. Best office-team award, three years, Northwest Region.
