Shall the General Municipal Election date be changed from odd-numbered to even-numbered years, effective November, 2008, resulting in the extension of the term of Council members elected in November, 2005 to November, 2010 and incumbent Council members to November, 2008?

General municipal elections are presently held in November of each odd-numbered year. This ballot measure would result in election dates for the general municipal election being changed to each even numbered year, effective November 2008, in order to be consolidated with the Statewide general election. Enacting, this ballot measure would result in the extension of the term of City Council members elected in November, 2005 to November, 2010 and the term of incumbent City Council members elected in November, 2003 until November 2008, resulting in a one-time five-year term. This measure is advisory only and will require a future discretionary action of the City Council to become effective.

Measure “F” is a bad proposition that fails Norco.

If it passes it will allow the City Council to extend their current terms by an extra year.

Why should City Councilmembers be allowed to serve five years in office when we the people elected them to serve four-year terms?

The supporters of Measure “F” say it has to happen in order for City Council elections to be held on even number years, like the elections for President and Governor.

Yet, couldn’t our City Council elections be moved to even number years by shortening rather than extending the incumbents time in office?

But the real question is this: Will moving our elections be good for the City of Norco?

It’s doubtful. With multi-million dollar partisan campaigns for President and Governor happening at the same time, it will be extremely difficult for our local candidates to be heard over all of this noise. Issues normally important in our elections - - - protecting our animal keeping lifestyle, strengthening fire and police protection, and improving traffic conditions
- - - will be drowned out by the noise of the larger, uglier campaigns.

Let’s not give politicians a free year in office or erode the traditional importance of our City Council elections.

Please join us in standing up for Norco and our way of life by voting No on Measure “F.”
