Should Manila Community Services District territory be included in the County of Humboldt's Redevelopment Zone, thereby diverting for 45 years a portion of the District future property tax revenues to finance the County's redevelopment projects?

Arguments For Measure R Arguments Against Measure R
Being part of the Humboldt County Redevelopment Area increases Manila's ability to shape its future.

It is important to note that:

-- Making Manila one of the County Redevelopment areas will NOT increase property taxes.

-- Being included in the Redevelopment Area does not decrease the Manila Community Services District's (MCSD) tax revenue. MCSD will still receive the same amount of property tax revenue it receives at present.

-- The Redevelopment Agency does not include powers of eminent domain.

-- Provisions will be in place so that property tax revenues from Manila will be spent on priority Manila needs.

Benefits to the community:

-- Being part of the Redevelopment Area will increase the availability of quality affordable housing in Manila and for other projects important to the Manila community.

- The Manila Community recently completed a comprehensive community visioning process. The community vision included such projects as road modifications that improve safety, pedestrian and bike trails, increased public transit, cottage industries, MCSD water tank and community center improvements, as well as affordable housing.

-- Redevelopment will pool much needed revenue with other communities, which will be used to leverage additional grant and private funds to help us complete our vision.

Though Manila may be considered by some to be a relatively poor community in Humboldt County, we believe our approving a Manila redevelopment area helps us to achieve our community vision.

Manila Today and Tomorrow is a group of Manila residents, who include property owners and renters. We believe: a "Yes" vote for Measure R is a vote for Manila and its future.
