Shall the appropriations limit under California Article XIII-B for County Service Area R-7A (Alamo Parks and Recreation) be increased to $990,000 and adjusted for changes in the cost-of-living and population, with the increase effective for the Fiscal Years 2006/2007 through 2009/2010 (inclusive) to provide for the expenditure of funds that will be available to the Service Area during the stated fiscal years?

Impartial Analysis from County Counsel
Article XIII B of the California Constitution authorizes a public entity to change or maintain its appropriations limit (the maximum amount a public entity may expend in a given fiscal year) upon approval of a majority of voters voting on the measure.


This ballot measure proposes to increase the appropriations limit for Contra Costa County Service Area R-7A (in the Alamo area) to $990,000 for each fiscal year included in fiscal years 2006/2007 through 2009/2010. In addition, each fiscal year's appropriations limit will be adjusted for changes in the cost of living and population. The increased appropriations limit will allow the County Service Area to expend available funds during the covered fiscal years.


This ballot measure does not seek voter approval to impose any new or additional tax.


A "yes" vote is a vote to approve the increase in the appropriations limit for the stated fiscal years.


A "no" vote is a vote to reject the increase in the appropriations limit for the stated fiscal years.

Arguments For Measure S Arguments Against Measure S
By voting "YES" on Measure S, we are assuring that tax money already being collected will be spent in our community.


The Measure is NOT A NEW TAX NOR IS IT A TAX INCREASE.


Rather, the Measure will allow an increase in the amount appropriated above the current allocation limit. Since taxes received by our County Service Area R7-A may grow faster than the allocation formula provides, state law allows voters to approve an additional 4 year limit increase. Because increases in revenues received may be attributed to such factors as increased population and per capita income growth, we want to ensure these dollars are put back into our community.


Over the past 24 years, the tax revenue collected has been spent on building and improving facilities such as Livorna Park, Hap Magee Ranch Park and Andrew Young Park. By voting in favor of Measure S, additional revenues collected will provide for future improvements to such amenities as the Iron Horse Trail, Eastside Creek Trail, Alamo School Sports Park and Hap Magee Ranch Park. By not approving the limit increase, our entire parks and recreation system will suffer greatly ultimately effecting our quality of life and our property values.


A "YES" vote on Measure S will allow us to add new parks and maintain what we have come to appreciate as our outstanding community parks and recreation system.
