Justin Horner has been active in the City of Oakland as a resident and as the Chief of Staff for Council Member Jane Brunner. Mr. Horner moved to Oakland in 1991 and has lived in the Bella Vista neighborhood near Oakland High School since 2000. He is married, a Democrat and a graduate of UC Berkeley. Mr. Horner is Chief of Staff to Oakland's Vice Mayor, Councilmember Jane Brunner. He has also worked for Mayor Jerry Brown. He serves on the Board of Directors of Sentinel Fair Housing, Oakland's only fair housing agency, and is an elected officer in his union, the International Federation of Professional and Technical Engineers, Local 21, AFL-CIO. Mr. Horner also directed the Debrecen Refugee Project in Hungary, an agency assisting Yugoslav refugees. As the Vice Mayor's policy expert, he has specialized in affordable housing and economic development. He was a leader in the campaign to pass Measure DD, the $198 million bond measure to improve Lake Merritt and the Estuary, and in the successful Wildfire Prevention Assessment District campaign that brought additional fire protection to vulnerable neighborhoods. He also manages the Vice Mayor's office, known for providing the best and most effective constituent service of all the City Council offices. Mr. Horner seeks public office after years of personal and professional community involvement in Oakland. He believes his experience, coupled with his long-term investment in Oakland's future, can bring higher quality, more responsive city services to the residents of District Two and new vitality to the Oakland City Council. |
