Shall Article XXIII, Section 4 of the Charter of the City of Glendale be repealed and Article IV, Section 3 be amended to provide that the Council may, by ordinance, provide for its compensation, consistent with state law, as permitted for general law cities of comparable size?
The proposed amendment eliminates the inconsistency of Article XXIII, Section 4, and Article IV, Section 3, thereby making council member compensation fully consistent with state law.

Arguments For Measure CharterAmendment-15 |
This amendment will remove a seeming inconsistency in the Charter, in that Article XXIII, Section 4 provides that compensation of elective officers shall not be increased during the terms of their respective offices except by vote of the electors, yet Article IV, Section 3 provides for an increase in the compensation of Council in accordance with the provisions of the Government Code relating to salaries of council members in general law cities. This amendment would remove a two-tier compensation system for all council members, in that if there is an increase as prescribed by the California Government Code (cost of living), it would be applicable to all council members. This amendment does not provide for an increase in current Council compensation.
