The Parcel Tax Is The Best Way To Increase Revenues, If Needed

By Mark Nelson

Candidate for Board Member; Redondo Beach Unified School District

This information is provided by the candidate
Without thorough analysis, it isn't clear that RBUSD needs more money. If it does, the answer isn't handouts and donations, the answer is a compelling argument to the voters to implement a parcel tax. With over 30,000 units in Redondo Beach, a $100 annual parcel tax would raise $3M. This tax should ONLY be implemented if RBUSD's Board implements strict Board level resolutions for its expenditure. See http://menelson.com/schoolboard for more.
Many California schools use the parcel tax as a method for collecting additional revenue. There is a great concern that this money is squandered however, mostly due to poor controls at school districts.

If elected, my first priority is to assure that services and revenues are thoroughly reviewed to understand the true nature of the district's picture. If additional funds are needed, I will vigorously support a parcel tax, building community support through workshops and communications.

The funds will require Board level changes to assure that they are not subject to waste, fraud, or more of the "same old, same old", where each year builds on the prior year's spending, with no serious review or zero-based budgeting.
