Impartial Analysis from City Attorney
Measure K is an advisory measure. If enacted, Measure K would state the voters' intent regarding how the City should spend new utility user tax revenue. Measure K, however, would not legally affect how the City spends tax revenue.

If enacted, Measure K would advise the City that the voters intend that any new utility user tax revenue be divided between the Santa Paula Police and Fire Departments by a stated percentage. Measure K would further advise that monies from such allocations should then be spent on a list of items for each Department including, without limitation, employing additional personnel; increasing benefits; and purchasing new equipment.

Measure K would also advise that the City should continue supporting the Police and Fire Departments at current funding rates notwithstanding any new tax revenue. Finally, Measure K would advise that the City may provide additional funding, notwithstanding any new tax revenue, to the Police and Fire Departments through labor negotiations.

To be adopted, Measure K must be approved by a simple majority of the voters in the City of Santa Paula.

A "yes" vote on Measure K favors its enactment.
A "no" vote on Measure K opposes its enactment.
