MAYOR OF CITY OF PISMO BEACH

The City of Pismo Beach Council is bound by the Municipal Code which defines the mayor simply as the presiding officer who signs the documents.

The direct election of Mayor, on Nov. 2, 2004, is in fact just the election of the presiding officer and nothing more.

The mayor has no administrative authority different from other four council members. In effect the mayor cannot even represent the City unless authorized by the council.

The Municipal Code is explicit as to how to conduct the meetings.

It is no secret that two of the mayoral candidates who are already on the council for the next two years have failed miserably in conducting the meetings under the Municipal Codes and are abysmally ignorant of Rules of Order, demanded by the Municipal Code.

We need a presiding officer who can bring honor and dignity back to the Pismo City Council and not see demeaning articles in our local news papers.

Brahama D. Sharma, as a Registered Parliamentarian, is the only qualified candidate for the Mayor who can assure the smooth conduct of the council meetings as the presiding officer that are collegial and follow, without rancor, the Municipal Codes in all respects.

As to the responsibilities as a council member Brahama D. Sharma plans to vigorously help finding solutions to Parking, Traffic, Water System, Infra Structure ( like roads) by going out to Federal agencies in addition to the present main source from Transient Occupancy Tax(hopefully this can be renamed as Guest Bed Tax).

As a scientist one envisions the many benefits of the ocean, forests and geological environs to attract a CONVENTION CENTER with a museum. Make use of the Nature trails, the Dunes and the Monarch Butterfly habitat.

Make sure that the Mobile Homes are secure for the many Senior enthusiasts.
